Sheduled Threads Feature for higher ranks

I think this could be a cool addition. Not just for users, but even for Staff Members (Announcements etc.)
I don't think the feature should be avaliable to everyone. Specially not Plebs or even people below Godlike/Heaven,
since they could all release a fat spam-bomb of malicious tools in one subforum.

Anyways, what are your thoughts on this, let me know below
