ADVICE:
Wouldn't attempt charging back... There is a high risk of your PayPal account getting limited and banned. Purchasing accounts is prohibited on PayPal and it is violation of their policy.
Opening a case to charge back will directly notify PayPal of prohibited activity on your account which will often lead to your account getting limited, banned or frozen.
