I think this guys just needs to be perma-banned and account locked, and check for any duplicate accounts. Clearly he knows he is in the wrong, only once he gets caught, even then he thinks he can still play around. Clearly he is not to be trusted, neither a 2nd chance will make any difference, he will do it again.
