Additional Information: Bought a 1 Mil '80-100%' private base off him and only got an unbelieveable amount of hits. the base was so bad i asked for a refund he proceeded to say he doenst have money.

I would say yes, but I have no clue how staff handles this. in my opinion if quality is a matter of importance, and he resells the same combo over and over again (who knows how many people got the same combo too) he would have to refund everyone who has received a low quality combo. Open the report and staff will tell you whether it's valid or not.
