The email literally says that if you did not authorize the closure of the account, you should contact paypal support immediately. Do so, and chargeback the payments after you regain access so that you can recover the funds. His responsibility is not less or more depending on what you do, but if he can't refund you, the least you could do is try to solve it on your own (by actually disputing the payment)
Go into your email and follow the instructions so that you can recover the funds ASAP.

On the email you received click on the last link (the one that says ''if you did not authorize...")
it will guide you on how to regain access to your account. Once you regained access I will help you with the chargeback.
