Additional Information: Hey, I won Kinder's 15$ giveaway and instead of him writing to be, he treated me as a leecher and decided not to even dm me, just give money to someone else. I assume he can't just pick anybody, especially when the winner is selected by @Leechometer which I guess is the most honest option here, because in this case he is not able to choose his friend instead of random person which just won. I would also to point out that I'm quite new here but I don't see any prohibition in giveaway rules written by @ApolloArt for new users. For him and maybe some people 15$ might be a funny amount but for beginners it's something that enables to start a journey in this community.
