Amount or Item(s) Scammed: $129 for Monese bank

Additional Information: Bought a monese open up from him, couldn't add my own number to do it as needed to receive a sms from a number he used to set it up which I presume he no longer has access to, this meant the account was basically useless, also couldn't login to it on the actual monese app like he said I could. He's offered me a replacement but he just isn't delivering it and/or ignoring me. Would like a refund.
