I wanted a windows popup where I could select my proxies file but the code is fine and no window pops up.

I hope I got that right now you want to open a popup ...
Try out the open file dialog, or with panels ... The way I see it you are using a console I think you need a Forms application for that .... in the console application, I would recommend switching to drag & drop ;-)
