008 means phone activation you are indeed correct. 

But why is it phone activation? Because you or your customer has already finished using the 5 online activations so obviously it becomes phone activation.

IF i did resold the key twice or duplicate to another customer, the key would be showing 003 or 060 which means blocked or the phone activation has already been used. If not why is the key still showing as phone activation eh? 

Obviously you dont know your stuff or probably you new to microsoft business. Claim that a key doesnt work online is just the same like barking woof. 
I can jolly well go to your shop, purchase a online key, finish using the online activations and then come back claiming oh its not online.

Your customers issues are of no concern to me, so since i have already explained how it works, you should ask why your customer is claiming wolf now
Came across many people like you, learn how to deal with the issue with your customer. If you cant deal with it get out of microsoft business

Read what i just said above, you might not be the one that activated it but it might be your customer. 
And your customer issues are of no liability to me.

@Dujunyan If you're reselling the keys you've bought, -which judging by your store you do-, it's common to for it to be used up by the buyer. Unless you can prove that you received a phone activation in the first place, i will have to close this scam report. You can read about the 0xC004C008 code here.

correct, i know about 008 , i can't proove anything i never had issues with microsoft store , it's just my customer is also a legit guy
