You don't activated the indians account's because they asked for Money you said It.
You don't activated the americans Account's because they asked you the SSN or ITIN.

@Joruno Seems like you made a mistake when setting up an eBay account. Also, you should buy an old account,  they will last longer and there shouldn't be problems with listing items.
