Some scammers are banned but their thread is still pinned in the "important thread" tab

Exemple : @~~GalaxyLobby~~ in https://cracked.sh/Forum-Refunding-Services

We already do it, however some threads might get missed due to human error. In that case, users are supposed to use the report button.
