Public Ban Appeals

Ban appeals for community driven reasons (like leachometer) should be made publically voteable
If people see potential in the persons work they vote to unban
If they see them as a leecher they're denied
Takes some ban appeals off the mods hands and creates more high rep activity
Also make rep = votes so more HQ individuals get a bigger say
