Guys I have a question. Is it dangerous to have negative balance on paypal account (not much, like 15$) on account without real personal information like name, home address + created and used on vpn? Im not a USA resident.

No, I have an account with a negative balance of 450-500 USD because of a scammer. I created that account with my real name and my main bank account and they did nothing :D This was like a year ago. 

So you're safe too. I'm not living in the USA.

I'm not sure if it matters with you not being a US resident, but several years ago I had a balance of $118 and after a year or 2, maybe even three years later they started sending me mail about it. I was young then so my mom saw the mail and paid it off... not sure what would've happened had it not gotten paid.

There was your true personal information on that account?

I believe if it's a very high amount eg. $10,000 - $20,000. 
You will get some debt collectors come to you to try and recieve that amount.

I got after 4 months of -750 euro debt a mail to home to pay. Also paypal blocked my login. the Netherlands
