PayPal account is on Temporary Hold. Need Help in Unholding.

My friends' PayPal account is on a Temporary Hold now.

I have been using his PayPal account for receiving funds (only as Friends and Family type payment) from my Buyers over 1.5-years now.
Recently, there were a couple of payments which were sent as "Goods and Services"  instead of F&F, a genuine mistake from my Buyers and I promptly refunded such payments back to them, as I only deal with "Friend and Family" type payments. There have been a few PayPal disputes (<5) so far and have been closed and nothing Open now.

However, now I have this Temporary Hold and it asks for this detail specifically:

My friend has been using his PayPal account for many years now, fully verified with his real and genuine info and don't want his account banned. 
Can the Temporary Hold be lifted by giving a fair and reasonable answer or is the account gone for good? Has about $1500+ funds locked up in there.
