Hi guys. I have a question regarding Paypal refund. What if I win Paypal claim, but Paypal seller is not responding and has $0 balance in his account, will I still get a refund? And in this case seller's Paypal acc will have negative balance or what?

Yes, also keep in mind if the seller paypal account have a payment method linked to it funds will be taken from there.

If you win a Paypal claim and the seller has a $0 balance in their account, Paypal may still attempt to recover the funds from the seller. If the seller does not have the funds to repay the refund, their account may go into negative balance and they may incur additional fees. In this case, you may not receive the full refund amount and Paypal may take legal action to recover the funds from the seller.
