Sarajevo, 13 December 2024 – Law enforcement agencies from across Europe have come together to celebrate the Joint EMPACT Day of Action in South-Eastern Europe (JAD SEE) 2024, carrying out a coordinated campaign against major criminal threats in the region. The operation, conducted from a new coordination centre in Sarajevo, brought together representatives from 26 countries to combat key areas such as trafficking in human beings, migration smuggling, trafficking in drugs and illegal weapons, and the dismantling of highly organized criminal networks.

The massive operation involved 31,109 officers, who carried out an impressive 655,914 inspections of various facilities, including 516,153 people, 152,284 vehicles, 4,985 mail and 1,181 premises. These efforts resulted in the detention of 796 people, the opening of 316 new investigations and the seizure of 442 weapons.

A feature of JAD SEE 2024 is an integrated approach that covers both physical checks and cyber patrols on the open internet, the dark web, and social media platforms. This multidimensional strategy has been strengthened by the participation of prosecutors from different jurisdictions, which has significantly increased the effectiveness of the operation.

The success of JAD SEE 2024 is largely due to strong cross-border cooperation. Partners from the Western Balkans, Eastern Partnership countries such as Moldova and Ukraine, as well as Turkey's support, played a key role. The combined efforts of EU and non-EU agencies, supported by initiatives such as the EU4FAST project and the involvement of INTERPOL, ensured smooth and efficient operations.

Europol made a significant contribution by sending experts with mobile offices, which allowed for real-time cross-checking of new information with the agency's extensive databases. In addition, specialized units — including canine teams, concealment detection experts, and document fraud specialists — provided critical support for both the physical and virtual aspects of the operation.

The project EU4FAST supported the establishment of a focal point and the participation of the Western Balkan countries, Moldova, Ukraine, Turkey and selected EU Member States, as well as INTERPOL in the operational phase.

EMPACT as a platform for cooperation

JAD SEE 2024 is informed and guided by the European Multidisciplinary Platform Against Criminal Threats (EMPACT), an EU security initiative aimed at combating serious and organized crime at a global level. The success of this operation is based on intelligence-based action and a unified, cooperative approach, demonstrating the added value of collective efforts in the fight against complex and serious international crime.

"Joining Forces Against Organized Crime", the motto of JAD SEE 2024, reflects the collective resolve and strategic coordination that made this massive operation a success. As the EU continues to strengthen its security measures beyond its borders, initiatives such as JAD SEE 2024 set a benchmark for future joint efforts in the fight against organised crime.
