Make Reps on banned users removable without cooldown

Given the requirements for the 2:1 galactic application i think many people who are far from this ratio do not want to neutralise their +6 rep to good forum members just to reach this rank.

I think being able to remove all of your given reps to banned people without the "2 a day limit" would increase the chances

- of other members reaching this rank
 - would decrease the amounts of deletion/neutralising of reps on other members 
- is just more fair in general (i dont wanna need 2 months to remove all +reps on banned people   )

this is an HQ suggestion don't ignore pls
