Limit the number of threads in the proxy section

The proxy section has become a section that serves exclusively for pumping personal statistics, and a free place for advertising.
Some members have 20, 30 or more consecutive threads. Mostly the same proxies are running.
It should be limited that each user can have a maximum of 4 threads within 6 hours. (https, socks 4, socks 5 and mixed one)
