So my plan is to learn coding before I hit college, my course is gonna be computer science and after that I'm going to learn ethical hacking.
Is this the ideal path? or you could just straight up learn ethical hacking afer learning coding?

Well you are already on the right path to be honest.

1. Learn coding.
2. Learn database development.
3. Learn networking and communication.
4. This is were the ethical hacking starts.
5. Apply it to real world application (either you go white, gray, black or any hat, it's up to you).
6. Now you are an ethical hacker. You don't need an effing license to be one unless you work for the corporate world.

It is still better to have a programming foundation instead of diving immediately to hacking. It's a shame if you keep going back to your programming lessons as you lack of knowledge and have skipped your lessons. It will make you a more efficient ethical hacker I promise you.
