How would I make an account creator?

Out of curiosity, how would I make an account creator for a simple site that asks for multiple things:

Username
Email
Password
Agreeing to T&C 
Agreeing to being 13+

Note - I'm not looking for a complete tutorial or someone to make it for me, I'm just curious. 
I've also noticed it requires email verification, but that can be done later

No problem I would suggest going for either C# / VB.
Its a pretty simple language and shouldn't take long to learn.

C or py would be my bet
Wouldn't be too hard.

Unless... there are captchas!
Then.. you might have to implement
some sort of machine learning.
The quality of the machine and
your success would be then deteremined
by how big of a server you can pay
for to run your program.

NOT always. Might be a fringe scenario
but you come across all sorts of problems
and solutions in this silicon landscape.
