Check within your account on the Resolution Centre. You can review details of why your account has been limited.

Has your account been permanently limited, or temp limited? If you have balance stuck in your account, you'll be able to withdraw it after 180 days have passed.
Otherwise, check the resolution center and provide them with the information they are asking for. If you have another account with negative balance and you ditched it, you'll have to add funds to it. There are no workarounds.

What information are they asking for? If they are asking for the government ID, you can provide them with your own, even if you have used another name. Just write a note, or give them a call. If they are asking for more information about transactions, that's easily doable. You can say you received payments as donations. The only issue would be having another account in negative balance.
