Can someone please teach me how to refund paypal orders? For example, clothing. How would I refund that using paypal? What do I need to say to paypal?

File a chargeback and tell them it never arrived. If you purchased from a large retailer, it's better if you contact their customer support about it, do not chargeback if it's an independant seller e.g. eBay

Depends on the company, most of the time you'll get refunded regardless. you can claim that you never arrived.
