How can someone give away unlimited google drive storage to existing accounts?

Hey, so I saw that in the giveaway section, people are giving away unlimited google drive storage to your personal account. Just type your email and boom you have unlimited storage.
How does this work? Googles maximum plan is 30TB which is a whopping 300 dollars a month. I understand for student accounts that you can get unlimited storage from them, but on your existing email?
I am not asking step by step how to do this, but how does it work? And are there any downsides, like are google gonna contact me if I use too much space?

Your wrong, I do this myself, i sell unlimited drives to your email. It doenst add up storage on the "plan". With your email i send you a drive that is unlimited by itself. Literally a drive inside google drive
