Google Random Number Generator

Hi, 

I was wondering if it would be possible to identically recreate Google's Random Number generator however you being able to pick what number comes out. 

for example after pressing generate on the 4th time it comes out with your desired outcome e.g. 528 
or if you enter from 1 to 6025 it will generate 528.

Its for a private project im working on for my computing class in college however they dont teach us things like that so i thought i would find some stuff in these forums.
