My BIO says I answer my messages once every 24/48 hours. He spammed me for an hour and decided to open the report.

This user is blatantly lying, he received the account on October 4th, he sent me 7 messages in the span of two minutes on October 7th "yesterday" and then opened the report a few hours after, before I even had the time to read his message.

He never waited a week, his account work but he's facing an issue with direct deposit which we are currently fixing. No refund will be given but his account will be fixed.
