Try adjusting your sensitivity and stick with a sensitivity you are comfortable with. Over time, you'll gain muscle memory for flicks.

This might be obvious, but aim for the neck/head.

Simple answer, learn the basics, Crosshair placement and movements (counter strafing etc.) and then just play more and more... There are no shortcuts.

adjusting my sensitivity really helped you should try too. Also practice in deathmatch or something like that i've gotten pretty good by practicing every day at least like 5 matches

sir you got to practice your aim and play more often 
and possibly practice nades that could be 100x usefull in upcoming csgo matches
