I am trying to figure out a way to either convert a config made for open bullet into my own UI or CommandLine. Any help is amazing and I will pay.

Well, there are multiple options in this case, you could take the longer route and build an Open/SilverBullet config parser in which it would convert said config into the source of a working application. Or the easier route which most people take is converting said config manually using commonly available libraries. This could be done in most languages, C#, Python, GoLang, the language is up to you.
