you can't "force" but you can ask.

Asking for reps in any of your mentioned cases is not allowed.

1. If someone is buying something from you and they like the product which u sold, in most of the cases I noticed buyers gave rep automatically to the seller based on their buying experience or whatever on the basis of the item they got.

The one thing you can ask from the buyer is to leave his review or opinion about your service in your thread in form of a comment / vouch.

Yes, sellers can ask customers to leave vouch. but not like hey man give me +vouch or something.

It will be the buyer's choice what vouch he wants to give. but yes you can tell him to leave vouch since he bought your product.
