[C#, C++, C] How to sniff packets and then give a custom response?

Eg, You enter a program, it get's example.com and example.com responds with whatever data,
How do I step in the middle of this and when it get's example.com, I spoof example.com and send my
own response.

I know this is possible in HttpDebbugerPro but I'm looking for a standalone method to do this.
Any help would be greatly appreciated!

You will need to setup your own server and have it act like a proxy then capture and edit the requests
Check out this library for modifying packets http://libtins.github.io/ I can vouch for its quality

there are tons of resources and discussions on this. Also zero clue why you are having it be in C/C++ or C#, they are fairly different and I am going to guess you're not experienced in C/C++
