Ask scammers to pay interest after returning

I know the rules of cracked says we don't transfer awards/upgrades of scammers to victims, because scammers can return anytime after paying back the scammed money and security deposit.

But if a scammer comes back after 3 months- 1 year and returns my money then it's not justified at all. Because in the due course I suffered financially + the inconvenience and mental agony I had to go through in making scam report + depreciation of the value(purchasing power) of the money( I don't mean btc/usd rate) . I must get compensated for all this too along with the principal amount.

So a fixed interest rate decided by the community to be paid to victims if scammers return along with the scam money.
And I don't see any reason for not implementing this except showing unnecessary mercy
I would like to know others opinions(who weren't banned even once for scamming someone)

No one could , I made such reports on scammers in the past too but I always had the feeling the community is sympathetic to scammers for no reason.

Whoever scammed should be required to make a reasonable effort to make victims whole again. Paying interest seems like a good place to start.
