Are Rich users allowed to have MULTI ACCOUNTS ?

Can money buy everything ?
so this guy wasted my time and  scammed me for 5$ 
Its not that i do care about 5$ ,
but it seems RICH GUYS are allowed to have Multi Accounts ! 
so I will make sure it doesnt happen again 
@Darkness BANNED HIS  ALT TODAY BUT NOT HIS MAIN ACCOUNT  @briskybrisk   they deleted only the alt @briskybrisk123  
AS HE IS A RICH GUY - HOW ITS POSSIBLE WHEN HE SLEF ADDMITED THAT HAS 2 MULTI

1. You can clearly see that he own the @briskybrisk123 account too,  as  his account is 1 year old and  his 1st activity  on  my scam report  30 min after he commented with main account  @briskybrisk ! ( Is Multi Account is allowed )

my 1st  scam report was closed unfair so i had to reopen a new one and show it all on details 
He commented with his both Account on scam report to save his self ,and @Liars CLOSED THE EYES FOR RICH USER  AND DID NOT  BAN HIM  for Multi and that  scammed !
Based on the Forum rules 
10. Multi-accounting or account sharing is strictly prohibited, each member is limited to a single account. 
and if scam is not allowed here , i was scammed for 5$ from him all the proofs attached 

I was asked  on telegram to close the thread report for 100$ but i didnt accept Proof 


He is asking his all his community to Report me and not expose him and his Multi Accounts  and HIS SCAM here

i also did not get paid 5$ for his task to like his profile i didn't know i have to open a scam report  it looks very well that he is a multi account 
It seems in not alone here as  i see there are other accounts that have liked his profile to boost him look more trusted 
Hope the  other guys get paid for the work they did 
He reached  over 100 likes in 1 day
