I used a tooth picker today to remove this white hard stuff inbetween my lower right teeth and the gum lining and it did not work at all. Can an ultrasonic tooth cleaner remove this white hard stuff that is stuck in my gums as it feels painful like something is glued inside my gums and it is this white stuff?

I think the best thing to do is go to a dentist :)

I know I can go to a dentist, but I'm just wondering if an ultrasonic tooth cleaner could work instead as I don't mind buying this product?

Ultrasonic cleaning can be an excellent prevention of the development of various diseases of the oral cavity. It not only removes tartar and plaque, but also helps maintain a healthy microflora by removing bacteria. Regular removal of tartar will help prevent a lot of dental problems in the future and I practice it myself. As for good specialists, I go to General Dentist in Bay Village, OH and everything suits me. This procedure is almost  painless, so there is nothing to fear about, it lasts 30-40 minutes, the only thing is that, like after any dental surgery, it will be difficult to eat and talk for several days.
