Everytime i open a new paypal i get limited, i tried new fresh phone numbers (new sim), different browser, different names, different IP (i restarted the router for a new IP), and everytime it's the same thing

you can use private domains so paypal won't limit your account , i mean private domain in email like legendito@legendito.gg and you should have access to that email and verify it :))
